I guess all I can say to your last comments is please wait and see, I
think you'll be presently surprised. We've done a lot of work
specifying what we need the final product to be able to do (defining
the job). Do you think we've done a bad job of that?
We're being quite structured with our roll out. And I think it will be
flexible enough for our needs in the future.
Yesterday, by chance, met with another group of developers with very
similar concepts. So, I think we're on the right track.

I've never used the newsletter section in php-nuke but I'd guess it
just emails everyone on the list. You'll need to customise it a bit to
filter (shouldn't take long).
I have been taking sneak looks at http://actionapps.org/ looking at
how they handle form building. Have you ever come across this
package? It seems flexible.
Never seen that one in particular but seen dozens like it. It depends
on what you want in the final product. Start simple (eg phpnuke) and
then upgrade when you know what features you are lacking. If you try
and fit everything in at the beginning (a) you'll never get it off the
ground and (b) you'll find out 6 months down the line how horribly
wrong you were about what you actually needed.
Define the job and find the tools to do it, not find some tools and
then work out what job you can do with them.
